The CVWRF serves five Districts and two cities that have been increasingly growing. The effluent from CVWRF is discharged to Mill Creek and Jordan River.

Phil Heck is General Manager of the Central Valley Water Reclamation Facility which provides wastewater treatment service to over 600,000 residents in Salt Lake County, Utah. Prior to joining Central Valley in 2014, he spent 27 years as an engineering consultant planning, designing and constructing municipal wastewater treatment systems in Utah and other states. He is a licensed professional engineer in Utah and North Carolina.
Phil holds a B.S. degree in Civil Engineering from the University of Kansas; an M.S. degree in Sanitary/Environmental Engineering from the University of California at Berkeley; and a Ph.D. in Environmental Science and Engineering from the University of North Carolina at Chapel Hill
Dustin Gloor is a Process Coordinator at Central Valley Water Reclamation Facility in South Salt Lake, UT. He has worked in wastewater treatment operations for over six years. Prior to joining the team at Central Valley, he worked as an operator at treatment facilities in Columbia, SC. In his role at Central Valley, Dustin oversees the operation of the ANITA Mox Sidestream Nitrogen Removal System. He has his Grade IV Wastewater Treatment Certification.
Rodrigo Lara is a regional manager for Veolia Water Technologies with more than 14 years of experience. He supports the Western Region of the United States and covers biological products including ANITA Mox, AnoxKaldnes IFAS/MBBR, Biostyr Duo BAF, and oxidation ditch technologies.
