Elaine Marshall is the Deputy Public Works Director for the City of Milpitas, California in charge of operating and maintaining the city's infrastructure and facilities including public streets, utilities, parks, street landscaping, city vehicles, and city buildings. The department also oversees and implements key environmental services and sustainability programs, including the climate action plan. She has over 25 years of experience as a public sector sustainability and environmental manager working on watershed management, sustainability, environmental compliance, water quality, and project and public administration. Formerly, Elaine worked for the cities of Sunnyvale and San Jose, California as an Environmental Programs Manager. She holds a Bachelor’s Degree in Environmental Biology from San Jose State University.
