Terry Desmarais, P.E. is the City Engineer and Engineering Supervisor for the City of Portsmouth. Mr. Desmarais is in charge of the engineering division within the department of public works that generally manages development and implementation of the City’s capital improvements program, oversight of engineering design and construction projects, coordination of new and redevelopment projects, and asset management. In addition Mr. Desmarais oversees the operations staff for the utilities group (water/sewer/stormwater) and wastewater treatment and pumping station groups. Mr. Desmarais was the lead team member for the recently completed $92M Peirce Island Wastewater Treatment Facility. His efforts with the treatment facility planning and design began prior to his employment with the City as an engineering consultant and included working on the piloting program to select the secondary treatment technology. Mr. Desmarais received his Bachelors of Science Degree in Civil Engineering from Worcester Polytechnic Institute and has 22 years of experience in civil and environmental engineering in the New England area.
